On-Board Moments (.cent) File Description:

This file contains the bytes and values of the on-board moments and TOF
efficiency numbers (start converts, stops, timeouts, and resets).  The 
onboard moments are discussed in detail on page 17 and 42 (Appendex G) of the 
TIDE Flight Software requirements (included in this directory) and on page 22 
of the TIDE Flight Software Users Manual (available soon). 

I'm not sure that I've extracted this data correctly because the numbers 
don't make much sense.  I'm also not sure if the moments are calculated for 
Stops.  If they are, then they would be mass 4.

File Format:
Each spin is separated by a line of dashes.  Line one of each spin has the 
spin number and the date/time at the end of the spin, followed by the 7
moments bytes for each of the 5 masses, followed by the actual moments for 
each mass.  For each mass, the moments consist of the total count, the centroid
and width for energy then spin angle then and polar angle.  Every fourth spin,
the efficiency numbers are also listed.
